Job Title: Planning Specialist

Position Purpose:
Working under limited supervision, is responsible for in-depth analysis of the effects of changes in the Master Schedule on the materials plan for the division; identifies foreseeable problems, trends, areas of opportunity and recommendations.
Responsibilities:
Employees may specialize in planning activities involving production control, inventory control, process control, or shop floor control / Material Resources Planning (MRP) integrity.
Duties may incorporate one or more of the following:Oversees the maintenance of Oracle work order release schedule that provides material on-time to manufacturing and engineering.
Reschedules and/or completes no-charge, all discrete jobs as required. Increases component availability at time of release by performing pre-shortage analysis.
Performs work order variance analysis and develops action plans to explain and resolve.
Trains lower level personnel.
Reviews MRP execution; reconciles supply and demand issues; validates master scheduling and/or PDS requirements.
Analyzes the configuration of MRP planning parameters for consistency with established materials management objectives.
Indicates areas of divergence and inconsistency, and recommends alternatives. Works with buyers/planners to manage material affected by engineering change orders. Participates in floor audits with Finance and resolves WIP issues. Audits WIP physical inventory issues.
Attends production meetings and provides status on material shortage commit dates. Changes "make" level lead times in accordance with reality on the manufacturing floor. Shop Floor Control / MRP Integrity - Pulls shop floor control reports for analysis; reports performance to fixed lead times, analyzes lead time performance and capacity with work centers; feeds back lead time and routing issues to SCP; acts as Planner code focal.
Inventory Control - Analyzes usage data and stock levels to order parts to satisfy service levels; maintains inventory levels per plan and expedites shortages.
Examines material variances, resolves problems where possible, and/or communicates more difficult problems to management.
Assists in setting up new inventory systems or modifying existing systems, when necessary; assigns appropriate expediting duties to expediters. Process Control - Drives root cause and corrective action from PCI reporting and metrics, drives cycle counting; drives variance root cause and corrective action; participates or acts as team leader for process improvements. May function as Training Focal - Certifies and re-certifies planning community on planning process; acts as trainer for Learning Labs.

Scope:
Assignments are given with moderate instruction. Plans and executes special projects with very limited guidance. Audits activities of lower level planners. Assists in the development and implementation of new/revised policies, procedures. Acts as an area resource for information on policy, procedure, master schedule and/or division materials plan.
Complexity:
Develops solutions to complex problems where analysis of situations or data requires an in-depth evaluation of variable factors. Exercises judgment in selecting methods, techniques and evaluation criteria for obtaining solutions. May determine methods and procedures on new assignments and may provide guidance to lower level personnel.
Impact:
Errors have a direct impact on department efficiency. Failure to achieve results or erroneous decisions would result in delays in deliverables and customer dissatisfaction.
Interaction:
Frequent inter-organizational and customer interaction. Represents the organization on issues regarding established procedures. Interacts with mid-level management.
Management Role:
Functions in a lead capacity, providing training to lower level personnel.
Job Specifications:
Knowledge:
Requires a thorough understanding of supply chain management, configuration management, commodity knowledge, information systems / e-commerce.
Skills and Abilities:
Requires strong skills in change management, problem solving, communication, customer orientation, product technology, global business perspective, personal effectiveness, project management, team skills, and applying quality. Demonstrated ability in leadership and human resource management. Requires proficiency in Lotus Notes, MS Word, Excel, Power Point, Oracle BOM, Oracle ECO, PDM, Oracle P/C Planner.
Education and Experience:
INCUMBENTS MUST MEET THE FOLLOWING REQUIREMENTS:BS level degree or equivalent in Business, Purchasing/Materials, Supply Chain Management, Distribution or related discipline. 6+ years experience in a production/inventory control role. INCUMBENTS ARE PREFERRED WHO POSSESS THE FOLLOWING: Experience in other manufacturing areas.
