Job Title: Buyer II

Location: Xi’an, China
Job Duties :
Negotiates pricing and other terms of purchase. Quotes materials; procures materials, components, equipment and services at the lowest cost consistent with consideration of quality, reliability of source and urgency of need. Expedites and ensures the timely receipt of materials.
Works with engineering and MPM or SCM to recommend new suppliers. Issues RFQs, analyzes proposals, negotiates prices and delivery, issues and/or adjusts purchase orders in a timely manner. Follows-up on orders, verifies delivery, approves payment, and maintains necessary records. Negotiates vendor contracts, as appropriate. Follows purchasing business processes.
Coordinates purchasing activities with manufacturing and engineering departments to maintain inventory at planned levels. Interfaces with Accounting and Receiving to resolve problems.
Reviews MRP on a regular basis. Executes and cancels pull ins, push outs and planned orders as prioritized.
Reviews and ensures actions per disposition of ECOs on a world wide basis.
Maintains inventory levels per plan and performs E&Z analysis. Minimizes excess and zero demand inventory.
Monitors and updates commit dates on shortage reports. Expedites shortages to meet manufacturing need dates.
Evaluates supplier reliability. Surveys suppliers to maintain adequate working relationship. May work to develop new supply sources where suppliers are inadequate.
Pulls and reads part specifications and engineering drawings
Completes special projects for manager as required.
Requirements :
Requires good skills in change management, problem solving, communication, customer orientation, global business perspective, personal effectiveness, project management, team skills and quality. Requires proficiency in Lotus Notes, MS Word, Excel, PDM, Oracle P/C Planner, Oracle Buyer, Oracle Inventory Control, Oracle BOM and Oracle ECO.
B.A./B.S. level degree or equivalent in business, purchasing/materials, supply chain management or related discipline
-2+ years of purchasing experience.
